The European Union is committed to global efforts to reduce the
greenhouse gas emissions from human activities that threaten to cause
serious disruption to the world's climate. Building on the innovative
mechanisms set up under the Kyoto Protocol to the 1992 United Nations
Framework Convention on Climate Change (UNFCCC) - joint
implementation, the clean development mechanism and international
emissions trading - the EU has developed the largest company-level
scheme for trading in emissions of carbon dioxide (CO2), making it the
world leader in this emerging market. The emissions trading scheme
started in the 25 EU Member States on 1 January 2005.
A key aspect of the EU scheme is that it allows companies to use credits
from Kyoto's project-based mechanisms, joint implementation (JI) and
the clean development mechanism (CDM), to help them comply with
their obligations under the scheme. This means the system not only
provides a cost-effective means for EU-based industries to cut their
emissions but also creates additional incentives for businesses to invest
in emission-reduction projects elsewhere, for example in Russia and
developing countries. In turn this spurs the transfer of advanced,
environmentally sound technologies to other industrialised countries and
developing nations, giving tangible support to their efforts to achieve
sustainable development.

Who We Are
In 1996, market-oriented environmental experts at the
Environmental Defense Fund launched the Environmental
Resources Trust (ERT) and its GHG Registry®. Now
a business unit of the non-profit Winrock International,
ERT and the GHG Registry are leaders in the field of
greenhouse gas (GHG) emissions trading.
Today, the GHG Registry is the largest online registry in
the U.S. voluntary and pre-compliance carbon markets
in terms of the metric tons of tradable verified emissions
reductions (VERs). As of January 1, 2008, the GHG
Registry listed 18.5 million tradable project-based VERs,
had facilitated the trading of 2 million tons in the previous
year, and had over 348 million metric tons of emissions
reductions under management.

offsets in the U.S. carbon market identify and screen
projects, develop and customize measurement, reporting,
verification (MRV) protocols, and to verify, register,

The Wisconsin Voluntary Emission Reduction Registry
The Department of Natural Resources will discontinue the state's Voluntary Emission Reduction Registry (NR437) as of December 31, 2008. The Air Management program developed the voluntary registry in response to state legislation directing the agency to develop a registry for voluntary air emission reductions occurring within the state of Wisconsin.
The registry was established in 2003 to document voluntary reductions of criteria air pollutants and greenhouse gases. The registry had several goals:
· Foster voluntary reductions of criteria and greenhouse gas emissions
· Recognize the activities of public and private sector registrants.
· Encourage early action by industry and institutions to prepare for potential changes in criteria and greenhouse gas emission limits and reporting rules.

The Greenhouse Gas Protocol (GHG Protocol) is the most widely used international accounting tool for government and business leaders to understand, quantify, and manage greenhouse gas emissions. Introduction
The European Commission has taken many climate-related initiatives since 1991, when it issued the first Community strategy to limit carbon dioxide (CO 2) emissions and improve energy efficiency. These include: a directive to promote electricity from renewable energy, voluntary commitments by car makers to reduce CO 2 emissions by 25% and proposals on the taxation of energy products.
However, it is clear that action by both Member States and the European Community needs to be reinforced if the EU is to succeed in cutting its greenhouse gas emissions to 8% below 1990 levels by 2008-2012, as required by the Kyoto protocol.

Background
The GHG CleanProjects™ Registry provides a portal to report and showcase your project's greenhouse gas (GHG) emission reductions or removals. It offers a web-based public location that is accessible world-wide. The GHG CleanProjects™ Registry's focused mandate relates to the listing and delisting of greenhouse gas projects and resulting verified emission reductions and removals. Through its serialization engine, the GHG CleanProjects™ Registry's tags each tonne of verified emission reductions/removal with a unique serial number. Information displayed in the GHG CleanProjects™ Registry may be useful for corporate risk management, voluntary initiatives, GHG markets and regulatory reporting/compliance.

The GHG CleanProjects™ Registry's is based on ISO 14064 standards for greenhouse gas inventory and reporting, which were adopted in March 2006 by the international community:
- ISO 14064-2 specifies principles, requirements and provides guidance at the project level for quantifying and reporting activities intended to cause GHG emission reductions or removal enhancements.
- ISO 14064-3 specifies principles and requirements and provides guidance for those conducting or managing the validation and or verification of a project's GHG emission reductions/removals.
The GHG CleanProjects™ Registry's is expected to benefit organizations, governments, project proponents and stakeholders worldwide by providing a consistent reporting, accounting, and registry service for GHG inventories, projects and resulting emission reductions and removals which are determined to be consistent with ISO 14064.

New South Wales GHG Abatement Scheme

The Greenhouse Gas Reduction Scheme
The NSW Greenhouse Gas Reduction Scheme (GGAS) commenced on 1 January 2003. It is one of the first mandatory greenhouse gas emissions trading schemes in the world. GGAS aims to reduce greenhouse gas emissions associated with the production and use of electricity. It achieves this by using project-based activities to offset the production of greenhouse gas emissions.
GGAS establishes annual statewide greenhouse gas reduction targets, and then requires individual electricity retailers and certain other parties who buy or sell electricity in NSW to meet mandatory benchmarks based on the size of their share of the electricity market. If these parties, known as benchmark participants, fail to meet their benchmarks, then a penalty is assigned. Monitoring the performance of benchmark participants is undertaken by the Independent Pricing and Regulatory Tribunal of NSW (IPART) in its role as Compliance Regulator.
Assessing abatement projects, accrediting parties to undertake eligible projects and then create certificates, and monitoring compliance with GGAS is the responsibility of the Scheme Administrator, currently IPART. The Scheme Administrator also manages the Greenhouse Registry which records the registration and transfer of certificates created from abatement projects.

Assembly Bill 32 (AB 32) makes the Air Resources Board (ARB) responsible for monitoring and
reducing GHG emissions. Continues the existing Climate Action Team to coordinate statewide efforts.

UK Emission Trading Registry
Q1 What is the purpose of the Registry?
The registry is an electronic, web-based system for holding and transferring greenhouse gas emission allowances. These allowances exist only in electronic form, each with a unique serial number. Anyone wanting to hold, buy or sell allowances in the UK Emissions Trading Scheme will need to have an account in the registry which will record the holdings of allowances by all Participants, tracking allowances from their initial allocation through all transfers of ownership right through to final cancellation or retirement.

VCS offsets must be real (have happened), additional (beyond business-as-usual activities), measurable, permanent (not temporarily displace emissions), independently verified and unique (not used more than once to offset emissions).

The Gold Standard Foundation is a non-profit organization under Swiss law that operates a certification scheme for premium quality carbon credits.

The Gold Standard quality benchmark emerged and has evolved in parallel with the emergence and maturation of carbon offset markets.

The Gold Standard Foundation obtains its core funding from both public and private sector contributors and sources additional revenue from sponsorship agreements and fees.

Eastern Climate Registry

The Eastern Climate Registry effort has now merged efforts with a larger multi-state registry initiative called The Climate Registry. The Climate Registry is a 501(c)(3) nonprofit organization governed by a Board of Directors made up of state and tribal representatives. Governors and Environmental Secretaries from member states and tribes joined the organization by signing on to a Statement of Principles and Goals and designating a representative to the organization's Board of Directors.
The list of charter members includes 31 states that represent more than 70 percent of the nation's population. The states are: Arizona, California, Colorado, Connecticut, Delaware, Florida, Hawaii, Illinois, Kansas, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Montana, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Ohio, Oregon, Pennsylvania, Rhode Island, South Carolina, Utah, Vermont, Washington, Wisconsin and Wyoming.

NH Greenhouse Gas Registry
In July 1999, Governor Shaheen signed into law the New Hampshire Greenhouse Gas Reduction Registry. This registry is intended to quantify and submit greenhouse gas (GHG) emissions reduction actions to a state database for safekeeping against some future federal requirements. This approach was developed through a collaborative of business, government, and environmental leaders to encourage early reductions in GHG emissions. Prior experience under the federal Clean Air Act Amendments of 1990 led companies to be cautious about making voluntary GHG reductions. The emission reduction requirements required by the 1990 Amendments (basically percentage cuts) effectively rewarded sources that had been dirtier or slower to clean up because they started off with more uncontrolled emissions, making percentage reductions easier to accomplish. To avoid a potentially similar catch-22 with GHG emission reductions, the NH Registry was developed to ensure to the greatest extent possible appropriate recognition of voluntary actions taken by New Hampshire businesses, industries, and individuals to reduce GHG emissions. In the event that future GHG reduction targets are implemented, the NH Registry would help New Hampshire entities establish a baseline against which future federal greenhouse gas emission reductions may apply.

Green-e GHG Product Standard

Green-e Climate is a certification program for the sale of carbon offsets sold in the voluntary market. This page lists the sellers offering Green-e Climate Certified carbon offset products and provides product information. Green-e Climate certification ensures that no double selling of greenhouse gas emission reductions occurs and sellers of these products make appropriate disclosure to their customers. Additionally, certified products can only source from projects that were certified by a Green-e Climate Endorsed Program. These programs use protocols that ensure that offsets are real, verifiable, enforceable, permanent, and additional.
